Multi-Stakeholder Conference on Disability Inclusive DRR Connecting stakeholders and Organization of People with Disabilities

Nepal is one of the members of the Least Developing Countries (LDC) with characteristics of lowest per-capita income, poverty, lowest socioeconomic status, vulnerability to environmental degradation, and more. Climate change brings a new challenge to management in disaster risk reduction. Nepal is at high risk due to fragile topography, climate-sensitive livelihoods, and limited adaptive capacity. The extreme variabilities of climate change can induce more disaster events in the coming days. With this warning of climate induced disaster, vulnerable groups – especially Persons with Disabilities – still do not know the risk. The Government of Nepal (GoN) has recognized ten different types of disabilities according to the nature of disabilities. Including persons with disabilities, stakeholders, and organizations in Disaster Risk Reduction is crucial. The GoN has launched the Disaster Risk Reduction Management (DRRM) Act 2017, DRRM regulations 2019, National DRRM policy 2017, and Disaster Risk Reduction National Strategic Action Plan (2018-2030). However, persons with disabilities are still left behind in Nepal’s overall disaster risk reduction and management framework. 

Generally, persons with disabilities are 2 to 3 times more vulnerable to normal conditions, according to WHO.[1] They have to struggle for information and support during environmental disaster events making them more susceptible. It is essential to formulate robust policies, plans, and programs to include the voice, opinions, and demands of persons with disabilities. Likewise, effective implementation of commitments, maintaining disabilities-friendly infrastructure, engaging Persons with disabilities in awareness and capacity-building programs, changing the perception of people about disabled persons, and inclusion of disabilities in the decision-making process are crucial to making disabilities inclusive disaster Risk Reduction (DIDRR). 

Therefore, with the support of USAID’s Tayar Nepal and Ministry of Home Affairs (MoHA), Atullya Foundation will convene a two-day conference on “Accelerating Inclusive DRR: Multi-Stakeholder Conference on Disability Inclusive DRR Connecting stakeholders and Organization of People with Disabilities.” This conference aims to build momentum in the DIDRR and climate change adaptation, and revisit the past initiatives on DRRM and focus on accelerating inclusion of disabilities in disaster risk reduction.
